Ukrainian President Volodymyr Zelensky said on 19 October that Russian forces struck 28 substations and other critical energy facilities across Ukraine in the latest wave of attacks. He made the statement during a coordination meeting with regional authorities assessing the damage, and thanked the teams working on recovery.

The strikes followed a large-scale Russian missile attack on 14 October that targeted all three of Kyiv's combined heat and power plants, along with critical energy infrastructure in Kharkiv and the surrounding region. Further strikes hit infrastructure in the Kyiv region that supplies electricity to the capital and to central Ukraine.

The attacks are part of a long campaign. Ukraine's Security Service (SBU) says it has recorded 596 Russian strikes on the country's energy system since the start of the full-scale war in 2022, and says Ukraine lost nearly 60% of its gas production at one point in October 2025.

The new attacks come amid uncertainty over an "energy ceasefire" announced by President Donald Trump on 11 October, which Ukraine says it supports if Russia does, but which Ukrainian officials say Russia has not honoured.
